Is it legal to remove a password from a PDF?

Generally yes, when the document is yours or you're authorised to use it — for example unlocking your own bank statement or a report you wrote. Removing protection from documents you have no rights to can violate laws or agreements, which is why the tool asks you to confirm you're entitled to alter the file.

Can you unlock a PDF without knowing the password?

It depends on the lock. If the PDF demands a password just to open (a user password), you must provide it — this tool removes protection, it doesn't crack passwords. If the file opens normally but blocks printing, copying or editing (an owner password), those restrictions can typically be stripped without entering anything.

What's the difference between a user password and an owner password?
